Hmm, could apply that quote to a lot of persons in my mind. Where it would sound plausible that they said it, or thought it.

Crazy shot at it then, since I cannot come up with anything reasonable. Kalem or Heboric?

Nope; not Mael, Icarium or Beak. It's from late in the book. Many of the different plots have been resolved and this person intend to do something he has been holding back from for a prolonged amount of time, out of forbearance.
