In GotM it is continually mentioned that Darujhistan is about 2 thousand years old, when the "born on a rumour" story is told. So really, the Second is looking at being around 1500 years old or thereabouts, if what Baruk or Mammot said could be taken as accurate. As Skinner is only about 150 years old, it is fairly improbable that Skinner killed the Second.

I'm ignoring your wider point, but dates and ages of that kind from GotM are not reliable. SE seemed to be working with much briefer timescales at that point, and he constantly used a period of 1,000 years as shorthand for "an extremely long time ago". For example, the age of Crone was given as 1,000 in that book, but in MoI she was revealed to be about 120,000 years old (time since the Fall).
