Shadow, from what we're seeing, is always in the midst of things. Everything is connected to the place as shadow overlaps every time and space. It's never good to be a prominent ascendant.

In the epilogue, ST/Cot meet Edgewalker. After they leave, we get this.
P 279, "How long, he wondered, would this one last? Why was it none of the long chain of hopefuls ever bothered to ask why the Throne should be empty in the first place? After all, perhaps there was a reason."

The powers that shattered and emptied KE are still around and are supremely powerful, and want to keep KE the way it is so that the rightful rulers cannot use it to spread their evil.

Because he hasn't ventured into KE maybe... he's just stuck to Meanas so far, as far as we know.

Why should Rake kebab ST? Killing the god of a warren is never a good thing, there's repercusions to consider.
And please lets not get into a Rake vs ST discussion again. People just expect that Rake sticks a sword into ST like the old dude just stands there taking it while the other side claims that ST would unleash an army of demons, hounds and on top of that throw the full force of the raw power of the warren into the face of Rake.
They have no reason to fight right now, so everything is good.

well, it WOULD explain him being at the Chainings, but no mentioning of Kellanved/ST there...
personally though, i think it has more to do with the fact that every ruler of Shadow would eventually try to remake KE to get more power and ran into an unfortunate end by doing so....

My theory is actually that Dancer was a previous occupant of the throne himself, and in reality ascended long ago - he was simply grooming Kellanved for the role after he was in some way deposed.
