Common sense would suggest that it is Tulas in both instances, it's the most logical conclusion.

However, unless SE has made a mistake then I guess we have to assume that the difference between one remembering and the other not doing is a very obvious clue that they are different.

The only other explanation is that he died as a Dragon and remembers it, but doesn't remember his draconean death when he sembles back to an Edur.

I agree it's both logical and reasonable. I just find the chat with Kallor doesn't match everything else Shorn does. And since SE can do no wrong, it's either because it's a different dragon, or all part of Hood's master plan.
