I think I also figured out a shortcut.
What if Shadowthrone *thought* that he would succeed at turning Dujek against the empress, but then discovered that he was instead loyal to her? (like it kinda happened with Kalam, who refused to take Shadowthrone's side)
The assault to the Bridgeburners may as well be the empress proving she's willingly to use extreme measures. And when persuaded that Dujek wasn't against her, they used the idea for the con.

A simple way of looking at it, but no less correct than any other. If you read on, in MOI you do get a futher insight (though it may be in HOC) into the shadowthrone/laseen relationship to indicate that he was not massively committed to revenge, for obvious reasons when you read it.
I hope you are carrying on with this series? Believe me, MOI is exceptional (my personal favourite).
