It is hinted(particularly in Cotillions talk witht he dragons, bonehunters) that the Elder Gods are not people, but the personifications/embodiments of elemental forces.
Here are a couple of quotes to illustrate what i'm talking about.

The bonehunters, bantam press, page 54

Quote

"The Elder Gods. They are not simply of one world are they?"
"Of course not"
"And how long have they been around"
"Even when Darkness ruled alone'" Ampleas replied "there were elemental forces.

Quote

"You may consider me...an elemental foce."
