Personally I think the Tyrant is a position to be filled, much as others have mentioned. I also think that one of the requirement to fill that role is magic. Firstly, how the hell do you get to be a Tyrant in a city like Darujhistan without magic... someone with a bit of magic would off you pretty quickly, I reckon.
There is also the way that the Seguleh seem to shun magic. In a world where magic is so prevalent I don't see a society naturally forming with an aversion to magic. I think it was forbidden to them by a Tyrant who didn't want any of the extreme discipline of the Seguleh applied to magic... or they might be able to challenge said Tyrant.

Agreed, it does add to my theory that the Seguleh society have been manipulated or made themselves the way they currently are. Also, what if the Tyrant was just so powerful in his magic, that they were brought down, not with magic, but by brute force and countless Seguleh's. In co-operation with the Cabal.
Their previously mentioned connection to Darujhistan and the willingness of Seguleh (renegade though) to side with Vorcan.
Also, would it be too much of a coincidence if what (RoTCG spoilers)

.We know Steven isn't going to be touching Darujhistan, but ICE would be. It'd be the perfect set-up having already introduced the quest in ICE's books. Also, if he's going to write Darujhistan stories, it wouldn't be a big stretch of imagination that he'd deal with the Tyrant at some point, and with Darujhistan and Seguleh already linked... Well, it's clear.
