Well, for faction games, this indeed so, but for town vs scum vs serial killer (last time that was used was somewhere in the 20s, probably), it matters - so I'd say your idea of adding +2 is very sound.
Imho, the less tinkering, the better. I tried setting up a flowchart, and it is very easy for tmdi 1-4, it gets more difficult progressively as you have to scale many more variants higher up the tree.
A simple scale index with a few modifiers as addendum would be very good, imho.
