im not sure its so much of a "soul" thing as a "consciousness" thing. the jaghut surely believe in consciousness, but that doesn't necessarily mean that they think in terms of "souls". its just a matter of power. disbelieve in an afterlife all you want, if your a jaghut tyrant, part of you is gonna linger after you die, and that part can possess lesser willed beings.
So Hood... what is he?

There's a fine line between genius and insanity. I have erased this line.

This is a good explanation. And thats the reason I said soul/essence/power or whatever it was. Its not a religious belief thing, its a power thing.
So, you're the historian who survived the Chain of Dogs.
Actually, I didn't.
It seems you stand alone.
It was ever thus.

I think ice sort of replaced death in Lether. I think that's why he was associated with the aspect of death.
This is much more the reason why there is no Hold of Death in the Letherii system of Holds as opposed to Ice being mingled with Death in general.
Also, there is a difference between willful annihilation of one's essence, and having the power to NOT be annihilated. Consider those Jaghut who were pinned. They didn't want to die, but some of them might not fight it or have the power to fight it (DG, MoI Jaghut come to mind).
Trouble arrives when the opponents to such a system institute its extreme opposite, where individualism becomes godlike and sacrosanct, and no greater service to any other ideal (including community) is possible. In such a system rapacious greed thrives behind the guise of freedom, and the worst aspects of human nature come to the fore....

Mhmh, I just tried to exdplain the (as it turned out) wrong quote "Death rules the Hold of Ice". As for the ghosts... well they were frozen in place and time.
But is Verdith'anath simply a religious belief? Ah, never mind.

Spoilers:
Spoiler
Hello, soldiers, look at your mage, now back to me, now back at your mage, now back to me. Sadly, he isn’t me, but if he stopped being an unascended mortal and switched to Sole Spice, he could smell like he’s me. Look down, back up, where are you? You’re in a warren with the High Mage your cadre mage could smell like. What’s in your hand, back at me. I have it, it’s an acorn with two gates to that realm you love. Look again, the acorn is now otataral. Anything is possible when your mage smells like Sole Spice and not a Bole brother. I’m on a quorl.

True, but the Jaghut that were in the FA tombs in MT willfully left their corporeal flesh to let their souls go... somewhere (Bugg doesn't say where, maybe Verdith'anath? And he does use the word souls).
