When the new card in the deck of dragons first appears under the table I was kind of surprised. Why would it appear on the bottom of a table where people wouldn't be very likely to see it?

Well this isn't really something that is explicitly explained, but I would hazard to guess that it appeared there because the card needed to be created in extremely close proximity to an existing and active Deck, as well as fairly close to the Master. The Deck in the table were being accessed for an extended period of time throughout that night, so I guess it was just the most convenient location. It's not like that enormous card possesses any particular power itself, it's just the first Master-otDoD card, whereafter all the real Decks in the world will now have the new card shortly thereafter.

the shorter answer would be:
"Because Silverfox felt like it"

MoI mmpb, pg 175
Silverfox: "A new card card ahs arrived. A master of the deck. You"
Paran "Nonsense. Not me. You must be mistaken."
"I am not. my hand was guided in fashioning of the card that is you--"

I'm going to have to reread that (I'm not that far past it) I must have zoned out or something when I read it the first time. Thanks.

I think the card didn't want to be discovered. I mean: Paran new role had to remain secret, at least I think

It appeared on the bottom of the table because the table holds or contains the deck, and he is Master of the Deck. It's quite clearly explained if you read further.

My understanding of new cards appearing in the deck was that those that were adept at reading the Deck of Dragons would be able to sense the appearance of a new power and then fashion the card accordingly...

I don't think it makes sense that when a new power enters the deck (and they really seem to be popping up all over the place - Shadowthrone, Cotillion, the Knight of Death) that it would only manifest in any ONE place... that would mean it would take forever to spread from a single location to the rest of the world, and there would probably arguments over such an appearance... I mean just think how difficult it would be to accept the idea of a Master of the Deck for the first time...

Kud's right, when the Bridgeburners discover it, one of them says the paint is something a Barghast or Rhivi would use. When Trotts says it must be Rhivi, the others mention Rhivi don't use the Deck, but we know Silverfox is both a Rhivi and a Deck user (see Kud's quote and the fact that she's Tattersail reborn).
Silverfox probably chose the table because it's large and contains two Decks.

The table was used as Brood's map table in his command tent. Who is to say that Silverfox didn't create the card while the table remained in his command tent, prior to the Bridgeburners stealing it?

It may have more to do with the likelyhood that Silverfox could help use it to persuade Paran of his role, and therefore placed it in an area he was likely to be...
