Regardless of who Grub is, I have faith that Steven Erikson wasn't simply using him as an unexplained plot device. It seems as early as HoC that he will be vastly important in the future, and I don't think so low of our author to suggest that he would put that quote in without a pretty good idea of who the character was.

"he will lead the Wickans, and when he grows old, he will have a child called Coltaine to take his place."
Wickans may "reiterate," but when they do so they age at a normal pace. Coltaine reborn will remain an infant for the rest of the series.

This is my opinion aswell. It may be that Grub is simply an untrained child adept that is in some form of communication with the beast gods and is being used in order to manipulate events in the Adjuncts Army. This works quite well when you considder that he is oftern referred to as "feral" and has "Roach" and "Bent" as constant company.
I am definatly sure that Grub is not Coltain or Sormo Enath. I believe that there was a quote in HoC or BH (can't remember) where Temule specifically mentions Grub walking the entire chain of dogs, meaning he was very much alive when both Sormo and Coltain were aswell as being part of the chain of dogs. This is contradicted slightly by a statement in HoC (by gesler i believe) who says that the cattledog and lapdog were the only 2 members of the Chain of Dogs that returned to Raraku, allowing the souls lost on the chain of dogs to follow, collect more from past armies on the way, and claim thier revenge (much like Fiddler/Kalem's return to raraku brought the bridgeburners full circle). It may be possible that grub also contributed to this phenomenon by returning to raraku.
