Just re-reading Mt and i came to the end and found one of my favourite quotes ....probably my favourite end to any of the books and it was Bugg saying:
'But for now I am going to beat a god senseless' when he is going to "stick the heed" into the CP..
ahhh good times.......wait but if he can do that why havnt we seen him during the pannion wars? surley bugg shoudve interfferred there as well? if he's done it before can he do it again?

Yes, that was a great line. As to your question about Meal not helping durring the Pannion wars. Well i get the feeling he doesnt want to be a part of the "game" anymore.

I think Mael's only motivation was to get a bit of vengeance for Tehol.
he's been around so long he really doesn't seem to care about anything else, even his own realm. we probably won't see him joined the forces allied against the CG unless Tehol convinces him too/almost dies again.

He has joined the forces allied against the CG. Or is, at least, working with and for someone who is plotting to thwart the CG by financially ruining the Edur empire, even if Tehol isn't aware of the CG. And Bugg probably tells him at some stage anyway, if only to admire what Tehol's brain will make of the situation.

but the crippled god is about as bright as karsa orlong.

the CG seems to be both very very intelligent and shrew to levels far beyond what's human... Why would you compare him to Karsa in that regard? Karsa is by no means stupid, but the CG is far beyond him.. ..Basis?...

He's manipulative and powerful, but I'm not convinced he's very, very intelligent myself. No more so than the average Ascendant. His conversations with Withal actually show a narrow mindedness that I for one do not equate with high intelligence.

Mael is an intelligent god, but clearly he is drawn to Tehol because of Tehol's sheer intellectual abilities. I don't know if Elder Gods have a propensity for this: Krull adopts Kruppe because of his phenominal intellectual ability...
Perhaps Mr Erikson is making the point that when you live long enough (or get old enough) you tend to 'go for' brains rather than beauty.
But then I'm physically stunning so I think that's all rubbish!

This is a good point. I also think that Erikson shows in Cottilion and Shadowthrone that recent Ascendants of the cunning Human kind are a power to reckon with. In fact I suggest that Intelligence and not Magic will win the day.

There is (isn't there?) a running theme which respects intelligence.
Shadowthrone was once just a pub owner. Cotillion just a thief. The Empress Laseen just a barmaid. Quick Ben was just a very minor wizard before his cunning opportunism in rakaru.

Inherent unknowing intelligence ? IOW it's all in there, it just needs teasing out as circumstance dictates. Or perhaps Erikson just likes the self-made, self reliant sort. Free from divine influence or patrimony ?

You attribute thick closed-mindedness to the Crippled God only because he makes assertions that are difficult to contemplate, and easy to dismiss. But he makes good points. World War II brought many countries into prosperity, from one of history's most miserable states.
Here's a grim truth that people will have a hard time accepting, and will eagerly dismiss, but consider this: In the books later than Midnight Tides (later than that particular scene), like MoI or HoC, we haven't seen any interference or intervention by Mael, but we've seen plenty of the Crippled God. What does that tell you about the outcome of the aforementioned scene?

That the CG is even more pissed off, and that Mael continues to not care, even when [BONEHUNTERS SPOILERS], and there's not a thing he can do? We need to learn more about Mael (not Bugg) before we can gauge what kind of power he has.
