There's a in Chapter 21 where Mathok drops the Holy Book of Apocalypse to the floor. The Book breaks apart. After Mathok leaves, this happens:
Kulat scurried to kneel beside the broken book. "It is ruined!" he said in a voice filled with horror.
Felisin nodded. "Utterly." Then she smiled at her own joke.
Where is the joke here? What makes Felisih smile?

I assume it was because the original whirlwind rebellion/cult of the Apocalypse had by that point been completely usurped and ruined by a different philosophy. The destruction of the book of Dryjhna was the final symbolic step in breaking off with the old doctrines and freeing the way for Felisin younger to write a new religious book (Book of Salvation). So Felisin saw the breaking of the book as the final death nail to the original Whirlwind rebellion. Plus the word 'ruined' is thematically very fitting for the Crippled God/House of Chains.
Yesterday, upon the stair, I saw a man who wasn't there. He wasn't there again today. Oh, how I wish he'd go away.
