I retreat unless someone has a sabotage in hand.

Does that mean even if you destroy all his ships in the first turn, you have to retreat?

NVM - I see that a retreater must retreat ALL of their ships per the Rules Reference.

Surely that is Sabotage worthy as IH is not guaranteed to win the battle.

I could pretty easily see him destroying all of Twelve's ships in one go. He just needs five hits from about three times as many attempts, barring further shenanigans.

So twelve’s AC will prevent IH from fighting for twelve’s homeworld?

No it won't - but IH has to destroy all of Twelve's ships in the first turn. The fact that IH has a War Sun, 8 Fighters, a Dread, two Argent Destroyers, and a Carrier, to Twelve's four ships, makes this a very real possibility.
In sum, don't sabotage it.
Edit: The Argent Destroyers can damage bigger ships with their AFB too remember. Twelve only has one fighter. When that's down, all other shots can damage Twelve's single Dread

What a see saw! Annihilation in space, brave defence on the ground. But shouldn't IH's Dread have bombarded as well? I thought War Suns got rid of Planetary Shield altogether, or is it just for War Suns?
Also doesn't IH's dumb commander work for Bombardment as well?

I think one of IH's mechs just sustained damage rather than being outright destroyed?
