Yes it does. You start from a base of 1 on all ships, but action cards, Warfare can give you extra movement. I used exactly that when I was Saar to take Tatts’ homeworld by surprise.

IIRC the official rules say yes. The Nebula makes the movement printed on your unit's card be equal to 1, but then all the usual additions to it can still apply after.

Don't forget you loose a fleet token each time you activate my systems with a ship. I have a cruiser in that nebulae. And quite some ground forces on my home system

Yes I was aware of that and had previously taken it into account. Probably all a moot point now.
