Why did the hounds kill so many in city?

I thought they were sent to guide/protect traveller first then to protect dragnipur.

Why then do they tear up the city?....didnt seem there was a point OR an order to do that.

It said something about them losing control against the wish of sthrone but not sure as crokus also thinks that shadow throne set them loose to do as they did.

Any clarification would be appreciated.

Think of Hounds are forces of nature. One of their natural instincts is to hunt. Another instinct is to know the dominance hierarchy. For example, they know not to interfere with badasses like Traveller and Anomander.
They don't care about little people. Most of the gods dont care about little people. One of the books themes is that the gods don't even care about people who are devoted to them.
