I have a rules question. I think I know what the ruling is but I hope I'm wrong. That system where I have a carrier and a controlled planet with one infantry, do I have to activate the system to move the infantry to the other planet even though the carrier doesn't move?

I believe that you can move other ships IN to the hex, but you cannot move ships OUT of an activated hex.

Yes

The carrier does move! Really it's not even just one carrier, it's an abstracted fleet carrier fleet! That whole carrier fleet is in orbit or surveying asteroids or something at the moment. Having them all move to Rarron, land at berths around the planet, load up all the infantry battalions stationed across the planet, manage the supplies of said troops, launch, travel to Qucen'n, figure out where to land so as to not be vulnerable to possible local attacks as well as not wanting to land anywhere that would upset the locals either, offload an entire planetary garrison, and then launch back up into space...

...yeah that takes a lot of time, logistical planning, and labour... which is abstracted by the player performing a tactical action

Hence why I asked for the Ceasefire - and as I said before, I'd be happy to trade you the Ceasefire in return for your version of the PN shown next turn after you've handed over control of Centauri-Gral.

I'm just going to drop a placeholder for Nico and add it in later. Later on in the game, maybe even starting next round, this won't be reasonable, but right now Nico has no ships to move so I doubt his turn could possibly affect anyone else's plans. He'll almost certainly use the warfare secondary to build stuff and tactical out next turn, or use the tech secondary to research, build and pass.
