What did Tattersail mean when she thought (in Chapter 2 of Gardens of the Moon)


" Stay. Turn your face endlessly, and keep the smell of blood, the screams of the dying from settling on this land. Wait for us to blink first."

She was thinking about Moon's Spawn. For the last two years the fortress was floating above Pale and the Malazan Armies didn't want to risk to attack. No Battles. No Death.

Exactly. She thought that as long as Moon's Spawn stayed in place (rotating), the Malazan army would not act - ie no massive exchange of power where many die - and eventually would give up and leave.
Then Tayshrenn and co went for it anyways and things went exactly as Tattersail expected.

"wait for us to blink first" = wait for us to give up and retreat. Understandably Tattersail isn't very fond of the idea of attacking Moon's Spawn. And as in the long term the army has to attack it or retreat, she favors the second option
