Correct, you can't have voted at all in order to get this. The idea is that instead of doing regular Mafia stuffs, you spend the day spying on the person to get more info on them.

I would accept this, but it's definitely easier for me if you just resubmit your action each day. I'm less likely to forget about it this way.
