Claw are human or part human, and as strong as anyone who engages in intense assassin training. Some (not all) might be enhanced by magic as well.
They're deadly to mages because typically when the Malazan army shows up to conquer a place, the first thing they do is send in Claw to kill any sorcerors / mages/ magic-users. Claw might use otataral, but the specific reputation as mage killers is likely what you're wondering about. An individual Claw isn't any more deadly against a mage than anyone else with the same training and weapons might be.
Nothing specifically sets any individual Claw apart from any other assassin such as the Darujhistan Guild or Rake's Assassin Mages. What they do have going for them are the reputation as the Malazan Empire's extremely effective assassins, and the resources and numbers that the Empire provides.
Also, per Toc the Younger's chats with various people, some Claw aren't even assassins, rather they are officers, sometimes undercover officers, within the military as informants or liaisons.

Darujhistan's assassins are the best in the region around the city.
The Claw are the best in a continents-spanning empire. Also because the Malazan Empire has so many more places to recruit from, there are simply more of them, and they're better funded. They have access to a larger number and variety of weapons and tools, such as poisons, munitions, and, of course, otataral (though many Claws are themselves mages and so wouldn't use it).
As Abyss noted, not all Claws are assassins. Some are spies and other such things.
