Ok, if I got it right Korbolo Dom was the Master of the Talon.
Why would the Talon ally with an enemy of the Empire?
Why is Hawl(a Talon) on a ship with Malazan soldiers when the Talon is allied with the rebellious Seven Cities' Army?

Not exactly.

The original Talon were Dancer's group of assassins. Surly based her Claw on them.

When Surly deposed Kellanved, the Claw took out most of the Talon. Some went into hiding (Hawl). Some passed the Talon position on to their heirs (Baudin).

Dom, former Malazan that he was, formed his OWN group of assassins, based on the Talon.
