This could be an old topic rehashed, but it seems the deck can be influenced by anyone.

My point. The empire had plans of making, Tattersail the master of the deck, that didn't work. But doesn't that give you the sense of humans being the dominant being in the world. Not in terms of physical or majical power, but of, influence?
