Coming into this book, I assumed that the Title referred to the 3 unaligned Deck of Dragon cards, but those cards were never referenced in the book.

Having read the book:

The orb is the magic barrier created by the circle that protected Majesty hill?

The sceptre is the Malazan communication device?

The throne refers to the seat that the Legate sat on? If so, what was special about it?

Thanks for clearing up my confusion as to what is meant by the title...

The Sceptre is Kruppe's weenie. That explains why Derudan wanted it so much.
They came with white hands and left with red hands.

I think the throne is the throne of night inside Moon spawn

Note that there can be multiple intended interpretations.
For a tyrant specific interpretation,
Orb - Tyrant's defense (Tyrant himself)
Sceptre - Tyrant's Offense (the Seguleh)
Throne - Tyrants domain (Darjujisthan as the seat of power in the world)
