I don't recall if there is ever mentioned a cultural or religious connection to the name.
However, the Genebackan campaign was long and it's likely that Whiskeyjacks troops have been raiding to supply the army. And Whiskeyjack is the name of a... an American bird species?
Hence the name, bird that steals.

Canadian bird, actually. I believe they're known for stealing food to horde it.

Or it could simply be because it sounds a bit like his actual name: Iskar Jarak. But of course that could also be a retcon from SE.
Yesterday, upon the stair, I saw a man who wasn't there. He wasn't there again today. Oh, how I wish he'd go away.

Iskar Jarak is not his "actual name". It is what the Anibar called him. Probably a mispronunciation of Whiskeyjack...
