EDIT: For those who are new to IRC, it falls somewhere in between IM and email — people don't watch it constantly but they also don't just check it once a day. People will not always respond instantaneously, and many simply leave their client open and idle in the channel (sit there while doing other things and tab over to check if there's anybody talking every once in a while). If you want to get in contact with someone specifically, you can include their nick in your message which will highlight them. This sends them a notification (flashing menu bar, beep noise, etc) that someone has typed their nick.
Joining an IRC channel for a minute and then judging it based off of that is, to me, like watching a soccer game for 30 seconds and then complaining that nobody has scored in that time.
