Going point by point:
- If Shelly is scum it would have been better for scum to move time forward, since we are likely to lynch Shelly just to get rid of the WIFOM this creates and by tomorrow they would have a recruit.
- This seems quite likely
- As you already said, it doesn't make much sense. Even with the recruitment it would have been better if we would know Shelly's CF to rule him out as TL or recruiter
- I think it is unlikely that the time moving ability would be restricted by day's end, since it's that kind of change that makes it so powerful. On second thought though it would prevent recruits from telling the thread who just recruited them if time gets turned back.
and then there is also the possibility that Merrid mentioned - that Shelly is a TL.
I think it is necessary to lynch Shelly, just so we can rule out some of the above points for sure. I will abstain from a vote a while longer, since we are already back at L-2.

I'm not sure I understand. In your scenario would we not actually have even more time for discussion? Like a whole day's worth? Because there is a no lynch on Shelly so they are still around. The 'extra day to recruit' I also don't understand, because we would have still only passed through one day once.

If day timed out without a lynch then shelly would still be alive, the recruiter recruits and we'd end up lynching shelly for the failed lynch the day before. So two recruits for the one lynch, did I not make sense? Gait said it better.

Oh, you mean two recruits as in one at the end of each day, not two at the end of the same day, whilst we only get the one lynch in. I see.

The only reason I can see is that the TL who moved time back this far (9 hours, guys, that's 25% of the playroom), is quite desperate for Barghast to check in.
