I don't think they can even do that now.
Tho rumours of illegal and easily pirated South Korean networks might suggest otherwise.

But in terms of their 'isolation from the internation community', they're trade embargo'd out the wazoo, barely travel, etc etc... since no one is ever going to invade, what's left except empty rhetoric and useless threats a la 'don't you dare test another bomb... we mean it... we'll chastise you in our local media A LOT!'... like they care.
