"Not balanced" would be a mis-leading way of putting it, as that brings to mind crazy CFUM games with experimental mechanics that are nigh-impossible for some sides to win.
I'd go with "unstable" for this game - it looks pretty okay on paper at the start, but there's just so MUCH in there that it'd be so easy for an unlucky streak to ruin a bunch of the more powerful roles in one faction and cripple it entirely.
It's like a ball on a hill, once it gets a bit of a push in one direction it might start accelerating that way faster and faster. And then a nuke might go off just beneath it and send it completely back to the other side, where an octopus grabs it from the air and eats it. Right?
