						Technically you could, but it wouldn't be a very good plan, it would cost you 3 influence discs for 3 weakened moves and it would take you 3 rounds after you passed, f everyone passed you would be stuck in the middle of your moves.  Passing early to  be first and then doing reactions can be a good plan, but it is very situational and can leave you vulnerable.

						I will be influencing and colonizing Nu Ophiuci.

						what about my combat?
EDIT - I hope I didn't have to officially declare that or something. I thought stitting in the same square was sufficient to initiate combat at the combat phase.
If I missed something can I have a slight mulligan? I think it was pretty obvious I intended to try and cap that tier 1 sector.
