The not being able to vote I'm thing it has to do with being Chi blocked. Having read up a bit on the Avatar wiki. It says that every time someone was Chi blocked they we for the most part paralyzed. So I'm thinking that blend is using Chi blocking as a "guard" type power in this game.
Liosans over reaction to it has me wondering if he has any experience playing in high TDMI games. Most stuff going on in a high TDMI game is going on behind the mod curtain. You accept it and play on, you don't fucking get into a pissing match with PS in the game thread. If I had a vote today it would more than likely be on him. NOOB
Spites reaction to the case on Liosan sound a hell of a lot like a symp trying look sympiish to me. Way to over the top. It looks more like his is trying pounce on the opportunity to set up a lynch on Liosan. IMMHO

I've noticed that Tennes is backing up Galain pretty strongly. Moreover, being vote blocked implies having bending ability, a fact that makes Liosan less likely to be an equalist (unless Amon has bending ability. But I doubt that Amon would be acting as Liosan would be and doubt Amon could be vote blocked). Galain is committed to the attack on Liosan (backing off would look suspicious), but I suspect the reasons for the attack was trying to direct the thread toward someone not on his equalist team.

How does being vote blocked imply that they can bend? We still don't know if chi block == vote block. Chi block could just be a guard for all we know.

Yeah, see, that's what I was thinking. That's the part which makes me suspect Lio most. Karo less so because he's been quite up front about it while Lio has so far had exactly one word on the matter and then proceeded to have a go at PS.

Theory: was TS responsible for the vote blocking? Perhaps that's what makes him think it only works on benders (town).
Seems like a scum ability, since they're outnumbered and lynching is a tool for town to find the scum; therefore, an ability that makes it difficult to lynch primarily benefits scum.

Also, if we go by that wiki, it says it disables their abilities. I wouldn't count voting as an 'ability'. Although you did say your action failed too. But then again, as someone already said earlier, it seems like a powerful ability if it can do all that. Ruse, who was a chi-blocker, had the feel of a minor Equalist player to me (he didn't even have a name, did he?)

in the cartoon, there are quite a lot of nameless chi blockers, they are essentially amons foot soldiers and one leader dude.

that was my conclusion also.
In that case we have 2 people on thread who have claimed to have been chi blocked. I now think that this is a pretty safe connection to make.
We already lynched one (Ruse).
That means that either:
scum team started with 3 chi blockers + amon. I think having a 5th person on their team is unlikely, since equalists = scum pretty much and 5 / 16 seems a bit high for game balance IMO.
or
one of karo / lio is lying. More likely lio since he has been less open about the ability, but karo could also be the chi blocker lying to us right now. But that scenario has so many conditionals in it that it's much less likely than lio lying, I think.
