Panion Seer v. Sha'ik

I am a little confused - are these two connected? I.e. is the Panion somewhat comparable to, say, Korbolo Dom who harried the Chain of Dogs in that the Panion is working to serve and further advance the Apocalypse led by Sha'ik or is he independent of her and just waging his own war against the Empire?

Well, in short, they aren't.
Those are 2 completely different plotlines (apart from some minor connections).
They do share some traits but it's all RAFO stuff

Two different continents, two different motives.

Sha'ik's rebellion is meant to through off the Malazan rule of Seven Cities. The Pannion Seer is expanding his empire across Genebackis; the Malazan's are just one of many things in his way.
