I assumed it's because the Qadi are the only ones not on a side, that's all. For an alliance to be formed it would've had to be publicly proposed, no?

Yes. The Qadi was never offered an alliance, or offered one himself, so he couldn't very well refuse one. It's just pointing out he's all on his lonesome.
