Look at all the buildup on ishktar oasis: nothing defensive since he hasn't been attacked, but plenty of economic buildups. Why would he leave and travel 2 tiles, even paying to the bey, to be stuck in the same spot as a bunch of people who might want to kill him? Of course he's gonna stay where he's built up a base of power.

Quite a few assumptions there. Given that the ability is different from the Tax Collector of the South title from 0.33 the role and starting position could have nothing to do with Ishktar. It's not like people in other areas aren't complaining about taxation too.

And there's more upgrades in the Nepeth Empire just 1 spot away so even if he were in Ishktar there's no reason he would necessarily stay there.
