I may be naught but an amateur leper but I sure as hell didn't feel the need to point out that tiles being sacrosanct will make people hard to lynch. I'm pretty sure everyone knows that one by now honey.

Quite a few assumptions there. Given that the ability is different from the Tax Collector of the South title from 0.33 the role and starting position could have nothing to do with Ishktar. It's not like people in other areas aren't complaining about taxation too.
And there's more upgrades in the Nepeth Empire just 1 spot away so even if he were in Ishktar there's no reason he would necessarily stay there.
