Actually, on a related note, looking over the recent goods and prices on the bazaar, I'm noting almost a desperation on the part of some to sell for any amount of dinari. Things like 2 Jewelry for 500 dinari wholesale...on day 1 it was 2500 dinari for 1 Jewelry!
Strikes me that we have a situation where half are desperate for money, and another half are unwilling to part with their money for anything. Wait, am I talking about the bazaar or the current real-world economy?

I was just looking through the Encyclopedia Madeena and saw something that seems a lot like what fener allegedly has done with the worship requirements to vote him/do actions against him:

It's similar, but definitely not the same thing. As you pointed out, that means you can't vote at all. Also, that only targets one person - whereas we've seen (at least?) five people all affected at the same time.
But yeah, it's not surprising that there would be more than one way to counteract getting votes.

Kinda close but still waaay different. I doubt it is this.
The thing is that the encyclopedia only has the generic and basic faction-specific retainers. None of the djinn are on there and there could be plenty of unique-to-one-character retainers too that we just plain don't know about.
