I think Tehol has things to teach Mael or other elder gods. Erikson has kind of given him the magical ability to create a relative paradise wherever he goes that really shows how subtle manipulations can get what is wanted instead of "blood for the blood god". Tehol's Peace is contingent upon the abilities of Bugg, which allow the avoidance of politics and rivalries that usually spring up around governments, but I think for an Elder God, that's no big deal to replicate.
I survived the Permian and all I got was this t-shirt.

Surely the question should be "Why does Tehol only have one Elder God as a man-servant/companion?"

It probably got a bit tiresome, though. Life with Tehol is full of surprises. And witty banter.
