At one stage in the book, Felisin allows Toblakai to try and kill heboric. Heboric catches the sword with a jaded hand and one beastly hand. She then says that he was prepared, not rejected by Fener. What does this mean and does it have impact later on in the series?

It means literally what it says (from the POV of the person speaking), and yes it has an impact on the series.
They came with white hands and left with red hands.
