Bluepearl - Ruse?

So at one point in this book, I believe when they find the edur body, quick mentions they don't have any practitioners of Ruse in the Malazan group, but then when the final battle is beginning and they are still outside the city bluepearl says he knows Ruse and even helps put together a spell that fill the enemy's lungs with water(and then someone helps with a containment spell to make sure they can't throw it up)



Anyone else notice this contradiction or have thoughts on it? As far as I knew there weren't really supposed to be any people with talent for Ruse outside the Jhistal and some Korel peoples.

I thought QB was saying that they didn't have any Ruse mages amongst the more talented mages of the Empire's military (I forget if he says high mages, cadre mages, something like that), but Quick isn't saying there are none in the entire Malazan military. Bluepearl is a pretty minor mage and not part of a cadre.

Quick says you won't find any High Mages of Ruse in all the Empire as it's the hardest warren to master. He says nothing about regular practitioners.
