They are totally different characters portrayed in very different ways. One is very psychological the other very physical.

I'd have to say the Joker simply because of the extraordinary acting done by Ledger but that doesn't make Bane any less scary. The guy oozes violence.

IMO is more scary that he oozes violence and still seems totally calm. And he speaks with voice of Gandalf with bronchitis.

I loved the movie.

I don't think anyone will be able to top Ledger's performance as Joker, but Tom Hardy did an excellent job as Bane. Comparatively:

To take the copout answer, it's not really fair to compare the two. If Nolan had been silly enough to try to put someone like, say, The Riddler in the movie, then there could have been some comparisons between two psychological villains. As others have stated, though, Bane is physical (although he is very intelligent).

Look again, the acorn is now otataral. Anything is possible when your mage smells like Sole Spice and not a Bole brother. I’m on a quorl.
