Hairlock wasn't supposed to go nuts, so QB and WJ were holding up their end of the deal - they serve as Hairlock's insurance policy and he help them against whoever was trying to get them all killed. In theory he was to be an agent behind the scenes that everyone else thought was dead, and he did provide them with a bit of information regarding plots against the BBs, but it was never quite that clear and then he went more nuts and they cut him loose (heehee see what i did there?).
When they determined that he was useless, they set him up with the Hounds, because just cutting the cords didn't guarantee anything more than inconveniencing Hairlock and they couldn't be sure his trips into chaos hadn't made him too powerful.
At least, that's how i see it. I could be wrong.
