I didn't quite get why the Crimson Guard were on Lether, since their dealings seem to be with the Malazan Empire.

The Crimson Guard as a whole wasn't on Lether, only a single Blade - Iron Bars' - was on Lether. They were there because the 4th Company, headed by Cal-Brinn, was on Assail and things went to hell. They were reportedly one of the only Blades to escape Assail, and they washed up on Lether.

The Crimson Guard are recruiting. They are everywhere. Other than Seven Cities. That's a hell-hole.
Trouble arrives when the opponents to such a system institute its extreme opposite, where individualism becomes godlike and sacrosanct, and no greater service to any other ideal (including community) is possible. In such a system rapacious greed thrives behind the guise of freedom, and the worst aspects of human nature come to the fore....
