In the first game, a criminal organization known only as The Syndicate had a puppet dictator on a string in the Carribean, and used him for drug transports. Four of the five nations on the security council of the UN sent in their best, with the goal of removing this president from his comfy chair, but since each of the four wanted something else done once the dictator was gone, they competed amongst themselves as much as they did against the Syndicate.
The Syndicate, by the by, had infiltrators in every spy faction.
In the end, the Russians and Americans were both declared winners.
Now, the Syndicate, rather than going for money as in game 1, is looking to stir political shit up by trying to get control over the ORPHEUS device, thus creating chaos amongst all the big countries.
Like in Spycraft 1, the Syndicate players share nationalities (American, Chinese, European, Japanese, Russian) with spies - there are for example no Angolan scum.
Whether or not every team is infiltrated by the Syndicate and whether or not there is only 1 scum amongst each team infiltrated that way (as they were in Spycraft 1), is unknown (to you).
