Who is Sormo talking about?

Okay, so almost halfway through my reread of DG, just got to the part where Sormo, Nil, Nether, and Duiker enter the warren with the Jaghut ice where the Semk god is. Sormo says: The highest of Omtose Phellack, these rituals never die, Historian. They rise, subside, and rise yet again. Even now, one is born anew on a distant land, and those rivers of ice fill my dreams, for they are destined to create a vast upheaval, and death in numbers unimaginable.

So, the question is, who and where is Sormo talking about. I see two possibilities:

It could be both of those. However the second one happens millenias before the start of DHG. So I'd go with your first theory(although there are still problems timeline wise, which are, of course, not important :p )

I'd go with the first - "born anew" matches that one far better than all the others mentioned which are more of a dying nature.
