Because we are assuming the "twice ascended" refers to Iskar Jarak being worshiped, and that the Tanno song mixed with Paran's blessing in MoI. The second is reflected in the Deck of Dragons card. I don't see why either of these two later things are in anyway a form of "worship."

I don't know, I guess having a song written about you could be a form of worship...? I mean who has a song written about them? When I used to go to church there are a butt load about Him. I'm sure Allah has a few songs. They both have ascended without a doubt.
Iron Man has a song, he's gotta be on the verge of worship after that last movie.

My actual theory is that the "World of Worship" that they were refering to is just being ascended and being powerful enough to have an effect on them. Kind of like a; "welcome to the big leagues. kid" kind of thing, and kind of shows their conceit, as they don't think much of humans until they become ascendant and/or gods. "Mere" mortals would have a hard time affecting elder gods in any way. Especially by themselves and not organizing something. Except if they have the relatively recent Moranth Munitions. I kind of think that a God is just a dead ascendant, and/or an ascendant is just a living god. When Fener was forced into the mortal world, he was no longer a god. Rake turns his back on his worshippers and doesn't take up the mantle as a god, but stays mortal. Dassem states "I'm not here in that capacity" or something similar when somebody refers to him as Dessembrae. Sister of the Cold Nights is said to be vulnerable when she goes out as a mortal. Dancer and Kelanved "had" to die to become gods. So did Treach, even though he was already worshipped. I'm sure there are plenty more examples. I'm not including the Redeemer because what he was worshipped for was what killed him, so we aren't sure if he would have become a god if he hadn't died.
It's just a confusing issue all around, and SE just gives us hints as to the rules of his world, never comes out and explains anything. It just didn't seem that she meant he was worshipped on two different occasions otherwise it doesn't seem like she would have to point out that once he was brought into the "World of Worship" by actual worship, that would kind of just go without saying if that was what she meant. Or maybe it was just the fact that he was dead before he ascended, and then was sanctioned by the master of the deck. In that case he can't be part of HH Life, he's dead. Can't be HH Shadow, he's not a shadow, he's dead. Being dead and then being sactioned/blessed by Ganoes forces him into a role with HH Death, which I guess could be part of the world of worship. Afterall, Cotillion is just as much a God as Shadowthrone, but whereas ST is King of HH Shadow, Cots is just the Assassin of HHS. Maybe just being permanently part of a house/hold/warren/whatever is enough to make you a god, and that is how Dassem became a god in the first place.
My whole point in this whole thread was just to say; "No." to the original poster. They didn't set up the whole thing to get people to worship their soldiers, and get them to ascend. In fact that is only one of the many ways people can ascend, and is probably one of the hardest ways to do it
