I would say that, events leading up to this book has lead to the coming of the hounds. Manifestation of hounds even. I think the coming of the hounds symbolises something bad for the rest of the ascendents and gods..

It's worded weirdly, I'll give you that - but then many sayings/proverbs are. Toll the Hounds actually means (I say actually, but it's my interpretation, based on evidence at hand) the Toll of the Hounds - as in, it's the hounds' toll, their required payment, which someone has to give them.

As I said, worded weirdly, but then many proverbs are.
