I think it is Toc aswell. Only one that makes sense, and we know he loves his bows.

Though Toc again? We know he is into bows and horses, but how many times can he be revived? I think it may be someone else.

Not revived. He's the herald of death. He will be acting as a mediator between the gods of war i bet, and might still be working with Hood and the BBs.

And of course, he has to meet up with Tool and the Grey Helms.

again as in I was wondering if Toc was brought back to life again. But I forgot he is now the Herald of Death so it would explain why it could be Toc on the cover.

Afaik he hasn't been on the cover.
