Heh, I picked 9.00 because that allows me to easily extend it by an hour or so without having to stay up extra long.

What exactly does happen if one misses the deadline three times?

I resolve without waiting for that player, if (s)he misses the deadline for the fourth and any consequent times.
Nasty, but it saves six people waiting for the same 7th player over and over again.

So, if I'm EST (Eastern Standard Time), my 9:00 GMT is 4:00 EST? Just want to be sure, relied on my prelims this time (purposefully), but better safe than sorry.

Also, is this new deadline still for Spring or for Fall?

Trouble arrives when the opponents to such a system institute its extreme opposite, where individualism becomes godlike and sacrosanct, and no greater service to any other ideal (including community) is possible. In such a system rapacious greed thrives behind the guise of freedom, and the worst aspects of human nature come to the fore....

What might really confuse you is that our clocks go forward an hour tonight... so it might be 3 for you.

Thanks for that. I'm super time-organized now. (Not really.)

For spring still - when someone fails to turn in moves, deadline is postponed till the next normal deadline. The reasoning from my side is:

1) due to three days extension, everyone will be pissed off with the offender;
2) the offender will realize that he is just not slowing the game down by a couple of hours, but by several days;
3) I don't have to babysit the arbitrator account except twice a week;
4) ...
5) profit.

:D
