For example, there is utterly no point shooting the sky as opposed to shooting someone else.
Maybe:
If you shoot someone else and they shoot themselves YOU die.
If you shoot someone else and they shoot the sky they live.
If you shoot someone else and they shoot someone else, they die.
If you shoot the sky, and no one shoots you, you live.
If you shoot yourself and no on shoots you, you die.
Or somesuch.

I guess you might shoot the sky if you're down to two players and think the other player will shoot themselves? But yeah, won't get used all that much otherwise, as you might as well take a shot at someone else.

in a two player shootout shooting the sky is a very valid tactic.
normally its takes at least two rounds to get through the game, but we played with only a few players, and everyone happened to shoot everyone else, normally one guy cops about half the bullets first round
