For the sake of consistency, consider the active players in Memories of Ice. Then take into account that Elder Gods call each other brother and sister. Envy strictly speaking has not been counted among the old pantheon but the connection is there.
She's talking about K'rul. K'rul was everywhere in that book.

I just reread MoI.
My impression was that she meant 'sibling' as in another Elder god/ascendant of her generation, and she was referring to K'rull, who is behind the majority of the plans and shaping throughout.

Not having changed your mind in six years, Apt, you can definitely put 'consistent' in you character assessment
I do seem to remember at the time of first reading that passage, I too, thought it was K'rul, although for no specific reason. But...

I honestly don't think that story or most of the elements in it existed before later on in the series.
As in, maybe the outlines were made some time between TTH and the Crippled God.

The general timeline was fully planned out by SE and ICE long before either was published. While some story elements may have changed to make for better reading or from them changing things slightly, the relationships of the Elder Gods and the like would probably be fairly set in stone I'd think.

I'm thinking it's K'rul considering the familiarity with which he and Envy talk to each other, and the way he speaks to and directs Toc.

also K'rul is involved in all things dream-related in MoI (Kruppe's sleeping mule, Keruli making Gruntle and Co sleep so that KCCm thought them dead, mhybe's whole thing, Ganath sleeping to allow K'rul to manifest in Callows, et)

That was suggested a few posts (and years) back as well. Still, K'rul seems to fit better with the story.
Yesterday, upon the stair, I saw a man who wasn't there. He wasn't there again today. Oh, how I wish he'd go away.
