Well I think thats because their were 3 in the opening scene maybe, or because any more than 3 might be a bit unbalanced. Or because 2 people died and he only vigged one, theirs numerous reasons all probably wrong but meh

This is how I figured out that there were 2 killers left, assuming that Quinn can also kill.
