A cape is a type of clothing, and can be used to describe any sleeveless outer garment, such as a poncho, but usually it is a long garment that covers only the back half of the wearer, fastening about the neck

Cloaks generally fasten at the neck or over the shoulder, vary in length, from ankle all the way up to the hip, mid-calf being the normal length. They may have an attached hood, and may cover and fasten down the front, in which case they have holes or slits for the hands to pass through. However, cloaks are almost always sleeveless
So, A cape is for the back and without a hood, a cloak is for the back or full body and may have hood, ALTHOUGH cape can describe a cloak as well, apparently.

Sadly, he isn’t me, but if he stopped being an unascended mortal and switched to Sole Spice, he could smell like he’s me. Look down, back up, where are you? You’re in a warren with the High Mage your cadre mage could smell like. What’s in your hand, back at me. I have it, it’s an acorn with two gates to that realm you love. Look again, the acorn is now otataral. Anything is possible when your mage smells like Sole Spice and not a Bole brother. I’m on a quorl.

I guess it depends on if the cape is attached to the head covering. I think it's not, so Batman wears a cape.
